In July 2003, Prime Minister Koizumi successfully passed the legislation to dispatch ground SDF units to Iraq in the Diet. His top-down policy process was completely different from Japan's traditional bottom-up system, which Aurelia George Mulgan calls the in which the bureaucrats in the ministries play a central role with the LDP being the only political power to negotiate with them. Mulgan also argues that the system has not changed despite recent institutional changes. On the contrary, (...) this paper illustrates how Koizumi and his Cabinet took advantage of the strengthened authority of the Cabinet Secretariat to initiate policies, and successfully pushed the controversial national security legislation through LDP decision-making organs and the Diet by gaining support first from the coalition partners, presenting a new style of Westminster system. Is the history of philosophy primarily a contribution to PHILOSOPHY or primarily a contribution to HISTORY? This paper is primarily contribution to history (specifically the history of New Zealand) but although the history of philosophy has been big in New Zealand, most NZ philosophers with a historical bent are primarily interested in the history of philosophy as a contribution to philosophy. My essay focuses on two questions: 1) How did New Zealand philosophy get to be so good? And why, given (...) that is so good (a point I am at pains to establish), has it apparently had so slight a cultural impact within New Zealand itself? Did we get the wrong Anderson – the uninspiring William, who was Professor at Auckland, rather than his talented younger brother John, who had such a huge cultural influence as Professor of Philosophy at Sydney? Perhaps but that can only be part of the story since we managed to attract even bigger stars, (notably Karl Popper) as well as breeding bigger talents of our own (Prior, Baier, Bennett, Mulgan, Hursthouse, Waldron and many more). Do we export our best talent? Sometimes – but the stars that stay and the stars who arrive don’t seem to have much impact in New Zealand itself however brightly they shine in the international philosophical firmament. Is it too esoteric? Perhaps, but esoteric philosophy can still have a cultural impact, witness, Moore, Popper and the younger Anderson. Is it, like many of New Zealand’s cultural products (from romance novels to movies), primarily intended for an international audience? That’s a large part of the answer but only a part. Another part of the answer is that philosophy HAS had a cultural impact but that impact is not readily apparent. For NZ philosophers have been less keen to push their ideological barrows and more keen to produce critical thinkers, and critical thinkers don’t all think alike. The logician George Hughes was apparently a life-changing teacher not because he had a nostrum but because he taught people to think. As one of his students said ‘the only ism you believe in is the syllogism’. On the whole the history of New Zealand Philosphy is a ‘From Log Cabin to White House’ tale, ‘From colonial obscurity through struggle and adversity to philosophical excellence’. But there are shadows in the picture. Some departments have nearly come to grief through bureaucratic and political misadventures, and it is hard to resist the suspicion that there is often an element of hostility to philosophers on the part of both university bureaucrats and fellow-academics. I speculate as to why this is the case (we are too argumentative and don’t confine our argumentative tendencies to the cloister) but conclude with some upbeat reflections. on the future of New Zealand Philosophy. Webb's scheme for classifying behavioral models is applicable to a wide range of theories and simulations, nonrobotic as well as robotic. It is suggested that a meta-analysis of existing models, characterized according to the proposed scheme, could identify regions of the seven-dimensional modelling space that are particularly likely to lead to new insights in understanding behavior.

When laypersons are presented with scientific information which seeks to modify their way of life, they are expected to believe, suspend belief, or reject it. Second-order assessment of scientific experts helps laypersons to make an informed decision in such situations. This is an assessment of the trustworthiness of the person making the scientific claim. In this paper I challenge the optimistic view of Anderson, regarding the ease with which laypersons can perform second-order assessment of experts, by pointing out some of (...) the obstacles that may prevent laypersons from arriving at an informed decision through this means. By showing that laypersons cannot easily perform second-order assessment of experts, I make a case for sharing epistemic burdens in science communication by using Lackey's concept of dualism in the epistemology of testimony and Irzik and Kurtulmus’ work on public epistemic trust in science, as a guide. I invite experts to bear a greater share of the epistemic burden when communicating with laypersons because of their privileged epistemic condition vis-à-vis laypersons. (shrink)

Since the column was inaugurated in 1976 as Law and the Life Sciences, George has charted the course of biomedical ethics in the courts, challenging readers to come to grips with an emerging body of law in provocative analyses of critical decisions. In bidding (...) farewell to one friend we are nonetheless pleased to welcome another as Alexander Morgan Capron, Henry W. Bruce University Professor of Law and Medicine at the University of Southern California and codirector of the Pacific Center for Health Policy and Ethics, joins the Report in the September‐October issue as a regular contributor to this column. Prof. Capron, formerly executive director of The President's Commission for the Study of Ethical Problems in Medicine and Biomedical and Behavioral Research, is a distinguished scholar and writer well known to our readers. Several philosophers have developed theological perspectives out of Heidegger's ontology. Yet the question of God in Heidegger's thought itself has never received full elucidation. In this revealing new study, George Kovacs poses the problem of analyzing the idea of God as a process of questioning and thus subjects Heidegger's phenomenological existentialism to a process of exposition Heidegger himself employed.

Necessary and sufficient conditions are presented for the (first-order) theory of a universal class of algebraic structures (algebras) to have a model completion, extending a characterization provided by Wheeler. For varieties of algebras that have equationally definable principal congruences and the compact intersection property, these conditions yield a more elegant characterization obtained (in a slightly more restricted setting) by Ghilardi and Zawadowski. Moreover, it is shown that under certain further assumptions on congruence lattices, the existence of a model completion implies (...) that the variety has equationally definable principal congruences. This result is then used to provide necessary and sufficient conditions for the existence of a model completion for theories of Hamiltonian varieties of pointed residuated lattices, a broad family of varieties that includes lattice-ordered abelian groups and MV-algebras. Notably, if the theory of a Hamiltonian variety of pointed residuated lattices has a model completion, it must have equationally definable principal congruences. In particular, the theories of lattice-ordered abelian groups and MV-algebras do not have a model completion, as first proved by Glass and Pierce, and Lacava, respectively. Finally, it is shown that certain varieties of pointed residuated lattices generated by their linearly ordered members, including lattice-ordered abelian groups and MV-algebras, can be extended with a binary operation to obtain theories that do have a model completion. In The Crisis of the European Sciences and Transcendental Phenomenology, Husserl argues that the only way to respond to the scientific Krisis of which he speaks is with phenomenological reflections on the history, method, and task of philosophy. On the assumption that an accurate diagnosis of a malady is a necessary condition for an effective remedy, this paper aims to formulate a precise concept of the Krisis of the European sciences with which Husserl operates in this work. Thus it seeks (...) an answer to the question: What exactly, according to Husserl, is “the ‘crisis’ [Krisis] of the European sciences”? There are two different tendencies in the literature on this question. According to the traditional interpretation, the Krisis of the European sciences lies not in the inadequacy of their scientificity but in the loss of their meaningfulness for life. According to an innovative suggestion, the Krisis lies not in the loss of their meaningfulness for life but in the inadequacy of their scientificity. These readings are mutually exclusive because each claims that the other misidentifies the Krisis as something that it is not. The argument of this paper, however, is that, given the many different senses of Krisis in The Crisis, an adequate understanding of the Krisis that Husserl identifies requires not a disjunctive but an inclusive approach. Therefore the paper proposes that Husserl’s Krisis of the European sciences is both a crisis of their scientificity and a crisis of their meaningfulness for life. The relevance of this result to Husserl’s philosophical and historical sense-investigations in The Crisis—as well as to the present critical situation of philosophy—is self-evident. (shrink)

In this paper, we explore the architecture of downward causation on the basis of three central cases. We set out by answering the question of how top-down causation is possible in the universe. The universe is not causally closed, because of irreducible randomness at the quantum level. What is more, contextual effects can already be observed at the level of quantum physics, where higher levels can modify the nature of lower-level elements by changing their context, or even creating them. As (...) one moves up through higher levels, contextual effects on lower levels occur on various scales within nature, which is crucial in biology in general and the brain in particular. We then argue that there are important logical downward causes.objects have causal effects on material-energetic systems. It can be shown that abstract objects have measurable effects on lower levels, which needs to be accounted for by successful explanations of real phenomena such as intentional action. Intentional action has the form of deductive causation from logical structures to human agency. Without this assumption, we would not be warranted in believing that our physical theories latch onto a universe that is essentially the way we discover it to be. Denying top-down causation on account of the idea that the universe permits only bottom-up constitution of wholes from lower-level elements leads to undermining the very possibility of knowledge and science. Thus, it can be rejected as a global form of explanation. We sketch a model for mind-body interaction according to which the various levels of a human organism together enable the emergence of mental top-down effects. They are necessary conditions for the emergence of human mindedness. Once it is clear that downward causation is a widespread natural phenomenon, the apparent mystery of mental causation is, in principle, solved. (shrink)

This study shows how Kierkegaard's mature theological writings reflect his engagement with the wide range of theological positions which he encountered as a student, including German and Danish Romanticism, Hegelianism and the writings of Fichte and Schleiermacher. George Pattison draws on both major and lesser-known works to show the complexity and nuances of Kierkegaard's theological position, which remained closer to Schleiermacher's affirmation of religion as a 'feeling of absolute dependence' than to the Barthian denial of any 'point of contact', (...) with which he is often associated. Pattison also explores ways in which Kierkegaard's theological thought can be related to thinkers such as Heidegger and John Henry Newman, and its continuing relevance to present-day debates about secular faith. This article is about Otto Neurath’s infamous proposal to combat metaphysics by creating and publishing an index of prohibited words. The logic of this proposal is explicated in the frameworks of Neurath’s philosophy of science and his International Encyclopedia of Unified Science. I reconstruct two arguments within Neurath’s project to defend the proposal against criticisms from Neurath’s colleagues and against the charge that philosophers ought not be censors.

Whatever else one might say concerning the legality, morality, and prudence of his actions, Edward Snowden, the former U.S. National Security Agency contractor, is right about the notion of publicity and informed consent, which together constitute the hallmark of democratic public policy. In order to be morally justifiable, any strategy or policy involving the body politic must be one to which it would voluntarily assent when fully informed about it. This, in essence, was Snowden's argument for leaking, in June 2013, (...) the documents that revealed the massive NSA surveillance program: So long as there's broad support amongst a people, it can be argued there's a level of legitimacy even to the most invasive and morally wrong program, as it was an informed and willing decision.... However, programs that are implemented in secret, out of public oversight, lack that legitimacy, and that's a problem. It also represents a dangerous normalization of “governing in the dark,” where decisions with enormous public impact occur without any public input. (shrink)

I have only begun to sketch out some of the differences between the work of Harold Garfinkel and Alfred Schutz. As the work of ethnomethodology accumulates and as other commentators begin to explore their similarities and differences, a clearer picture will, I am certain, emerge. For now, I shall only conclude with the following brief summary.As Natanson (1966, p. 152) has noted, “for Schutz, mundane existence is structured by the typifications of man in the natural standpoint. Common sense is then (...) an achievement rather than something simply given.” The main issues with which Schutz was concerned were how to investigate social reality and comprehend it (Natanson, 1966): …in terms which do not violate its character. How is warranted knowledge possible of the experiential world defined by the natural standpoint? The answer Schutz offers is by way of a reconstruction of the typifications of mundane life, but the underlying theme he is exploring is the intentional nature of consciousness in its abstractive and ideational modalities. Typification as such, rather than types and constructs, is the underlying concern. By tracing out the phenomenological genesis of typification from its prepredicative grounds to its self-conscious activity in generalization, he has provided an approach to an epistemology of the social world. [p. 154]Garfinkel, on the other hand, seeks to trace out the genesis of the perception, interpretation, and accomplishment of social occasions and their settings by members of society as they live and operate within the natural attitude in the world of everyday life. Their activities are taken without question as whatever social reality is for them. The processes whereby they accomplish these activities so as to make them recognizable become his main concern and it is the discovery and reconstruction of these processes, under the ethnomethodological reduction, of which his findings consist. By describing the methods used by members, he provides an approach to the methodology of the social world, that is, an ethno or members' methodology, for the construction, interpretation, and recognition of the social world. The first full length assessment of the discourses in English, this volume will be essential reading for philosophers and theologians, and anyone interested in Kierkegaard and the history of philosophy.

In a recent paper, Ebbs has given an elegant statement of a notable puzzle that has recurred in the literature since the original publication of Putnam’s “The Meaning of ‘Meaning’.” The puzzle can be formulated, for a certain characteristic case, along the following lines. There are very strong intuitions in support of a thesis that Putnam has explicitly endorsed, namely, the thesis: The extension of the word ‘gold’, as we use it now, is the same as the extension of ‘gold’, (...) as it was used in 1650 (before the rise of molecular chemistry). However, strong convictions about language use and truth conditions also incline us to the view that the extension of a term, as it is used at a time t, is determined by facts about the use of the term in the language at or before t, together with the facts about the various items to which the term prospectively applied.
